BIOMASS AND HYDROGEN

Long before renewable energy became a national priority, Imperial Valley was already demonstrating how agricultural waste could be converted into electricity. The Mesquite Lake Resource Recovery Project near the City of Imperial began commercial operation in 1987 and was recognized as the world’s first commercial-scale power plant fueled by cattle manure. The facility collected manure from nearby feedlots and converted a major agricultural waste problem into approximately 15–18 megawatts of renewable power. U.S. Department of Energy

The Mesquite Lake facilities placed Imperial Valley among the early leaders of America’s biomass-energy industry. They supported local cattle operations, reduced waste-disposal needs and demonstrated that agricultural communities could produce electricity from locally available renewable resources.

However, the technology was ahead of its time. Heavy rainfall saturated the manure supply, creating fuel-handling problems, corrosion and boiler-performance issues. The plant also faced high operating and maintenance costs. Most importantly, its financial viability depended on a favorable power-purchase agreement with Southern California Edison. A neighboring biomass facility was later operated using wood waste and other agricultural fuels, but it also faced economic and operational challenges, including reported damage associated with the 2010 earthquake. Across California, many biomass plants struggled as utility contracts expired and less-expensive energy sources—particularly natural gas, solar and wind—became increasingly competitive.

The closure of the Imperial Valley plants should not be viewed as a failure of the region’s vision. These facilities proved decades ago that Imperial Valley could lead the country in converting agricultural resources into renewable energy. Their history now provides a strong foundation for the region’s next generation of clean-energy development, including hydrogen, biofuels, geothermal power and energy-storage projects.

New Bio-Mass and Hydrogen Production Facilities

RecommissioningMesquite Lakes as an Integrated Biomass and Hydrogen Energy Campus

The proposed redevelopment of the Mesquite Lakes industrial property would bring together two complementary facilities: a modern 20-megawatt biomass power plant and an adjoining hydrogen-production plant. Together, they could transform the former power-generation site into a new clean-energy campus serving Imperial Valley industries, transportation customers, and the regional electrical grid.

The biomass facility would use locally available agricultural residues, clean woody biomass, and other approved organic feedstocks to produce reliable, around-the-clock electricity. Unlike intermittent renewable resources, biomass generation can operate continuously and provide dependable power when solar or wind generation is unavailable. A portion of the plant’s electricity would be delivered directly to the hydrogen-production facility, while excess power could potentially be supplied to other industrial customers or exported to the electrical grid under an approved utility interconnection and power-sale arrangement.

The biomass plant could also incorporate modern carbon-capture technology to separate carbon dioxide from its exhaust stream. The captured carbon could then be transported for permanent geological storage or potentially used by an approved industrial customer. When sustainably sourced biomass is combined with effective carbon capture and permanent storage—a process often called bioenergy with carbon capture and storage—the overall project may achieve very low or potentially net-negative lifecycle carbon emissions, subject to feedstock sourcing, capture performance, transportation, storage, and regulatory verification.

Renewable biomass electricity would power the neighboring hydrogen plant’s electrolyzers, which use treated water to produce hydrogen and oxygen. The hydrogen would then be purified, compressed, stored temporarily in mobile tube trailers, and transported to municipal, transportation, industrial, and energy customers. This arrangement would give the hydrogen plant access to a dedicated source of dispatchable renewable power while allowing the biomass plant to serve several revenue markets.

A central advantage of the proposal is the opportunity to recommission and redevelop a former industrial power-generation property rather than beginning on an isolated greenfield site. The project could evaluate the reuse of existing roads, utility corridors, water access, electrical infrastructure, natural-gas infrastructure, industrial foundations, and other serviceable improvements. Reusing qualified infrastructure could reduce construction costs, shorten development timelines, and preserve the property’s long-established industrial purpose.

The site is located within the County-approved Mesquite Lake Specific Plan, which was established to encourage economic development and heavy industrial activity. This land-use framework—and the property’s heavy-industrial setting—could provide a strong foundation for County review of the proposed energy uses. The Specific Plan should be presented as an existing land-use and zoning framework, however, rather than as an automatic permit for the new facilities. Biomass generation, carbon capture, hydrogen production, utility interconnection, air emissions, water use, hazardous materials, and construction would still require applicable project-specific studies, environmental review, and agency approvals. By integrating biomass power, carbon capture, hydrogen production, and grid services, the Mesquite Lakes property could once again become a productive energy center—creating local employment, supporting Imperial Valley agriculture, utilizing existing industrial infrastructure, and establishing a scalable platform for lower-carbon power and hydrogen production.
